But Labour Minister Vincent Peet denied that the delay was caused by a snag in negotiations.
The minister said there were still some issues that had to “ironed out”. He said the signing “will happen soon” and denied that the parties had hit a bump in the road.
He said delays were standard for these types of negotiations.
