Escapees Were ‘Bad Boys’

While this may have been Brown and Forrestor’s first attempt at escape from HMP, both Barry Parcoi and Corey Hepburn were repeat escapees.

Brown lost his life yesterday while Corey Hepburn still remains a fugitive from justice.

*Barry Parcoi, 42, was just sentenced last March for a charge of escape. Sometime between March 2 and March 3, 2005, he escaped Her Majesty Prison. Convicted rapist Parcoi was picked up in Fresh Creek, Andros by a joint task force with officers from Central Intelligence Bureau (CIB), Central Detective Unit (CDU) and Drug Enforcement Unit (DEU). After pleading guilty to the charge he was sentenced to serve two years in prison upon completion of his 19-year term.

Corey Hepburn had escaped police custody in August 2004 which was less than a week after his second escape. He was recaptured by police who responded to a call about an armed robbery taking place at Burger King, Village Road.

Hepburn was being held at the Wulff Road Police Station, waiting to be charged with the offences of armed robbery, receiving and possession of ammunition. He was serving a 15 year sentence for armed robbery during the time of his escape.

*Forrestor Bowe was convicted of the murder of Dion Roach on Feb. 25, 1998 and was sentenced to death. He appealed the conviction to the Court of Appeal where it was dismissed in April 1998. The decision to dismiss the appeal was affirmed by the Privy Council in April 2001.

However on Oct. 22, 2002 he petitioned the Privy Council for special leave appealing the constitutionality of the death penalty. The matter was then sent from the Privy Council back to the Court of Appeal for their view, but they returned the matter to the Privy Council saying they had no jurisdiction to hear the appeal.

The appeal was heard in December 2005 and the decision is still pending.

*As for Neil Brown there were no previous reports of him trying to escape. For a second time last August he was convicted of murdering Archdeacon William Thompson.

Between May 29, 2000 and June 23, 2000, Brown intentionally and unlawfully caused the death of Archdeacon Thompson, 66. On the charge of burglary, the convict was sentenced to serve 18 years at Her Majesty’s Prison. This incident took place sometime between 11 p.m. on May 28, 2000 and 3.30 a.m. on May 29, 2000. Brown was also sentenced to serve 15 years for attempted armed robbery.
