This statement was made by National Security Minister Cynthia Pratt during her contribution to the budget debate yesterday.
Mrs. Pratt pointed out that it is virtually impossible to budget finances to contain crime. The police this fiscal year were called upon to provide services that exceeded their appropriations by more than $8 million.
She added that plans to construct a training center in the prison have been delayed, and may see the ministry suing the people chosen to complete the project.
The appropriations for 2004/05 in the development account for the prison have been increased by almost a half million dollars.
She added that she wanted to provide opportunities for criminals to reform themselves so that they are able to lead “a successful life outside of prison upon their release”.
Some $200,000 will have been spent on this facility when it is completed at the end of this month.
